Usually, the first stage is when the community department reviews your plans. Within this review, not only are the plans checked for compliance with building codes but the clearances required before a plan can be issued are also identified.
This first stage can often be carried out faster than the standard allotted time for an additional fee. For example, Los Angeles Building and Safety provides an option for this first stage to be “expedited” for a 50% surcharge of the plan check fee. If this additional surcharge is paid, the time for this first review is typically reduced to two or three weeks instead of six or more weeks. Los Angeles Building and Safety actually pays their plan check engineers overtime to work on those expedited plans which is why they are finished much sooner. Each community is different so you should inquire of your plan developer to see what options are available to you.
We recommend considering the entire review process time frame before deciding to pay for any expedite fees. We know of one client who paid thousands of dollars for a certain plan review process to be expedited only to discover that a required clearance that would take months to complete was not eligible for expedited review.
While in this case, it was not possible to have found this out ahead of time, it is important to gain as much information as you can so you can make the most informed decision to have your plan review process proceed as you wish.
