Not only should a General Contractor be helpful if a permit is required as they should know (or be able to easily find out) how building codes will affect your project, but also a General Contractor will be available to meet with the Building Inspector.  While Building Inspectors are required to work with property owners just as they would with Contractors, our observations have been that Building Inspectors prefer to work with a knowledgeable contractor (General or otherwise) because the inspector is less likely to find violations and problems that they do not want to miss.  Also, professionals are more likely to ask the Building Inspector for an inspection when they think they are ready as they do not want to waste their time waiting for the inspector only to end up not passing the inspection.
