For example, obtaining a clearance from the department that deals with handicap access (American Disability Act or ADA compliance) is often difficult to anticipate the scope of effort necessary. For certain projects such as new businesses, gaining such clearance is simply a matter of proper identification of all measures to be taken to make the project be compliant. But projects that involve bringing existing areas up to new ADA compliance may involve a series of meetings and negotiations for which it is not possible to reasonably predict the amount of effort required especially if it is important for the plan developer to try and negotiate the least costly scope of new work required to gain compliance.
Our point in bringing up these special service costs and clearances is that knowing if these additional costs exist for your project is critical before you authorize any plan work to start. You should consider all of the costs first in making your decision on plan development.
