In our experience, the choice should made based on a combination of cost, experience, honesty in disclosing all of the potential costs up front and your ability to communicate with your plan developer. This last point is important because if you find that the plan developer does not appear to understand the language you use to communicate what you want then you may never end up with your project being correct.
Communication issues can be as simple as not understanding accents but are often more complicated and problems occur due to cultural differences. We are not suggesting that the plan developer needs to share your same cultural background but only that clear communication is possible. In fact, we have seen cases where the cultural background of the client and plan developer were the same but good communication still did not take place and when we started building the project it became apparent that many of the features the client requested were never implemented in the plans.
